I'm on the lookout for a tool that can help me lay out forms in a professional, quick and consistent manner.
This DevExpress tool does what I am looking for here.
Does Telerik have any plans to make something similar for the RadControls?
Anyone know any other tool that does the same?

Currently, we do not have such control / layout mechanism to be used directly.
Your request however, makes sense and I logged it in the Ideas and Feedback portal -- http://feedback.telerik.com/Project/108/Feedback/Details/64727-form-layout-control -- you can vote on the item and follow it's progress, as well as comment what do you think is important feature / features of the control.

In the meantime I'll be using http://formee.org/ . It's not optimal but useable with most of the Controls with a few adjustments.
