Hello Christopher,
According to this forum thread, Telerik Reporting does not have such aggregate function available out of the box. However you can review this KB article for more info on Implementing and using custom aggregate functions.

Hello Bob,
The KB article has been removed as the suggested approach is obsolete. We've implemented out of the box functionality in the product for custom aggregate functions, more information is available in the User Aggregate Functions help article.
