Creates a state manager factory that observes the header's clock-before-tables property.

public TimePickerVerticalStateManager(RadProperty clockBeforeTablesProperty)

Parameters:clockBeforeTablesPropertyRadProperty

The property whose true value activates the state.

Creates the state node that is active when the clock-before-tables property is true.

Returns:

The clock-before-tables header state node.
