Hi gmendez,
This is the class which manages opening and closing of popup forms and delegates mouse input to them. You do not need to acquaint yourself with it as it is a low level class and is not supposed to be used publicly. The PopupManager changes will not break any of your existing applications unless you are using it explicitly somewhere.
