Hi Ahmed,

Thank you for your interest in Telerik Reporting and up to your questions:
  1. We have limited RTL support which means that when an RTL culture is used only the text direction in TextBoxes, CheckBoxes etc. is changed, while the report layout itself would remain as you have designed it. In this line of thoughts if you would be developing reports for RTL culture, you can design them with RTL report layout. This information is available in the Known limitations of Telerik Reporting forum thread.
  2. If by "run time designer" you refer to designer that your users can utilize to create or alter reports directly in your application, then the answer is no. We are working on an "end user designer", which in its essence would be a separate product allowing non-dev users that do not have Visual Studio IDE installed to create reports. We hope to deliver a first version by the end of the year, but would appreciate if you share how you envision an end user designer, in what technology do you see it would best fit, if you have any specific requirements that you want covered, please share them with us here and we would have them in mind while working on this feature.
All the best,
Steve
