Just though I would let you know the following produces an error everytime and the report designer sort of hangs and has to be closed and repopened.
1. Add a new panel to existing report.
2. Drag an exsting control into the panel
3. Use alt-bksp or ctrl-z to do undo
4. Receive error: Value cannot be null. Parameter name: component.

Unfortunately you're correct and we were able to reproduce the problem. It seems like this is a newly introduced issue in the Q2 release after some changes we've made.
