Thank you for the suggestion.
A similar result can be achieved using two Kendo UI Bart Charts.
The main specific is that the first Chart has to be with negative numbers in order to be rendered as desired. The actual number can be converted to negative on the server before sending them to the Chart. Then a label template has to be used to visually convert them to a positive number.
I made a Dojo example demonstrating the concept of this. The MVC implementation will be the same:
