Is there a reason why tooltips can not be set at Design Time on buttons?

All controls from the Telerik UI for WinForms suite have the ToolTipTextNeeded event which can be used for dynamically setting the text of the tooltips: https://docs.telerik.com/devtools/winforms/telerik-presentation-framework/tooltips-and-screentips/tooltips 

Setting the tooltip at design time for RadButton is not an option. Feel free to use the mentioned event and specify the tooltip text.
