Hello Jessica,
Based on the attached file, it seems that the toggle targets might not be configured correctly. You can use the Group Explorer to check the groups scructure and what groups need to be set as toggle targets.
Scenario similar to yours is implemented in Product Sales demo report which can be found in TelerikReporting installation folder on your machine (default path is C:\Program Files (x86)\Telerik\Reporting R1 2017\Report Designer\Examples).
You can compare your settings with those provided in this report.
