Thank you for writing.
Our elements are reused whenever this is possible so the theme of the scroll bars in the RadGridView is the theme of the scroll bars themselves. Therefore, all you have to do is theme the RadScrollBar and the theme will be applied to all controls which contain RadScrollBar.
