I've been playing with TileList for a while and it seems like the items virtualization does not work despite it is using an items panel that *should* allow virtualization. the documentation does not state whether TileList does support virtualization (it does for few other controls).

Currently, the RadTileList control does not support UI Virtualization. However, the suggestion of introducing such feature seems viable so I have logged it as a feature request in our internal system. You can track its progress on the following link from our Ideas & Feedback portal - TileList: Introduce UI Virtualization feature. I have also added 1000 points for bringing our attention to the functionality.
You can have a look at the RadTileView documentation as this control supports such feature - RadTileView UI Virtualization. I hope that it will be useful in your scenario.
