I am not sure what happens, but my guess here is that there is some mix-up with the referenced Telerik dlls or if you use NoXaml dlls with the resources. Can you try the following and let me know how it goes?
Double check if the referenced dlls are from the same type (Xaml or NoXaml). It is not recommended to mix the dll types.
Double check if the all the referenced dlls are from the same version (ex: 2018.1.220).
If you upgrade the Telerik dlls in a NoXaml scenario and if you have the theme resources copied in the project (instead of theme dll), you will need to make sure that the theme resource files are replaced with the ones from the new version of UI for WPF
When you check this you can manually delete the bin and obj folder of the project. And then Clean and Rebuild the solution.
