Indeed, since the service successfully returns the formats JSON, it must be working correctly. However, it appears that the service's CORS has not yet been set up. Since you have a react application on another host, you will need to set up the service's CORS policy to accept requests from that host. To do this, you may follow step 9 of the How to Add Telerik Reporting REST Web API to Web Application article.
