Each row of a Table/List/Crosstab item has the same height as the cell with the most content. Each row's height is determined depending on the visualized data. Based on the provided screen shot, I am afraid that I could not determine the exact cause of this strange behavior.
We will require the report definition to check the report layout to give you more concrete suggestions.
