Hello Hsuani,
Sadly i haven't found a way of integrating the TaiwanCalendar class with the RadDateTimePicker, because the calendar used by the RadDateTimePicker control, RadCalendar, is not inherited from the Calendar class.
You should submit a support ticket, and maybe a feature request.

We do not support TaiwanCalendar. You are the first who are asking for such a calendar. If more people ask for it, we will consider implementing it in a future release.
