I have plotted a stepped line series graph in telerik report, everything is working fine, but facing problem when y-axis value (rising value) changes between one or more x-axis step(image1.jpg, image2.jpg, image3.jpg screenshots are attached).

Hi Pardeep,
Based on the attached screenshot 2, it seems that you have two values for 09/01/2017 12:21 category: those are "0" and "-81". Thus, the data point will be the sum of those values (-81) as correctly displayed by the Graph item - screenshot 1.
To have to distinct data points (0 and -81) the time should include values for seconds as well, for example:
