Hi Premraj,
Having a scrolling in a report item is an interactive functionality more feasible for controls. The report is rendered as a single document, where depending on the size of the document the viewer may display scrollbars.
If I am misunderstanding the question, please elaborate on the scenario.

I have to present the values in graph as same as the presentation of Jquery Slider control. Do we have any graph like this?

We can suggest you the following approaches:
- Use the Graph item and create a Line chart with visible data points and data point labels (Graph>Series>DataPointStyle|DataPointLabelStyle>Visible). You can set the marker type and size to style the chart per your needs - Formatting a Graph: Series.
You can use also other types of series to achieve the desired layout e.g. the attached report that can be previewed in the Standalone Report Designer of Telerik Reporting R2 2016 and later. - Use an image of the original UI, which can be displayed in a PictureBox item in the report. The PictureBox.Value can be set via user function if you need to extract the image at run-time.
