I was able to find the thread below on how to add a list of the parameters used in the multi select to the header using C# but I couldn't find a way to make it work in the report designer.

Hello Jason,
You can achieve the described scenario without using any code. Attached is sample report demonstrating the approach.
In case you still need to perform some custom logic inside a user function and preview the report in the Standalone Report Designer, please refer to the Extending Report Designer help article.
