I am not sure what is your requirement. Perhaps you want to set the minimum/maximum of Y-axis. This explained in the following articles:

How to choose the vertical range of the chart using RangeSelector?
Or RangeSelector only works with a horizontal range?

Hi Valery,
We have a known issue with the range selector and currently, it works only horizontally. You can track its progress, subscribe to status changes and add your comment to it here.
Unfortunately, due to nature of the issue, I cannot suggest a workaround.
