For selecting shapes, please check the RadMap Item Selection article.
As for drawing and editing shape points, there is no built-in support for this.
However, you can try the following approach and see if this could work for you. Basically, instead of using the map shapes you can use RadDiagram with RadDiagramShapes. This will allow you to easily select and modify the shapes. The tricky part here would be to synchronize the diagram coordinates to the map area. I don't have such example, so I can't give you working code, but you can give it a try.
