I installed Telerik.CommonPackage.vsix manually and it works now.
So there is propably bug in the Telerik Control Panel installer.

Thank you for the provided information.
This is a known issue which will be fixed in the next official release of the product. In the meantime, you can use the suggested workaround to enable the Data Explorer and other report designer features.
