we use Html5 report viewer in our web page, it works correct in 10.0.16.204, the toolbar show at the top of the report viewer page in that version. But the toolbar show at the bottom of the report viewer page after we update the report to latest version 10.2.16.1025, we use report viewer template to show the report, I update the template and set the toolbar html tag top of the content tag, it still doesn't work, could you help me fix this issue?

Check the reply posted in support ticket 1075617 you opened on the same issue. For anyone interested in this topic, below is the reply from the ticket:
"Most likely, you have custom CSS applied to the page which interferes with the default viewer's styles. Please test disabling the custom styles and if this fixes the issue use the browser's console to check what custom styles are affecting the viewer's toolbar and modify them (apply different selectors, change rule importance, etc.)."
