I'm on the newest version of the telerik winforms. (2015_2_623)
After updating, the first occurrence of recurring appointments no longer show up.
This appears to occur when using any time zone that comes before UTC time.(Any "-" time)
Is there a fix for this issue?

Following the provided information I was able to reproduce the issue you are facing with the recurring appointment. I have logged it in ourfeedback portal. You can track its progress, subscribe for status changes and add your vote/comment to it on the following link - feedback item.
The issue is related with complex logic for creating the appointments and calculating their start and end times according to the local settings of each machine. For the time being a workaround would not be possible. We will do our best to address the problem as soon as possible.
