With the new beta, setting the VerticalAlignment and/or HorizontalAlignment to Stretch no longer allows the control to fill inside the parent control.

Thank you for your feedback. We investigated the problem and it turned out to be a recently introduced bug. A patched version of the PanelBar will be available with the next internal build.
I also added 1000 Telerik points to your client account.
