How to set its visibility to 0?  Or should I create my own border and then add it to panel?

Hello,

Thank you for writing.

I assume that you want to hide the panel border. If so, here is how you can do that:
radPanel1.PanelElement.PanelBorder.Visibility = ElementVisibility.Collapsed;
