By design RadPanorama does not support vertical orientation or vertical scrolling. There is a feature request for a vertical scrollbar but even with it the number of rows remains fixed and you need to set it programmatically. You can vote for it here: http://www.telerik.com/support/pits.aspx#/public/winforms/13829 (note that the mentioned workaround does not handle touch input).
If you are not going to use live tiles or the built-in drag&drop tile reorder, then you might find RadListView more suitable for your case. It supports both horizontal and vertical orientation in its IconView mode, it handles touch input out of the box and you can create items that look like the ones on your screenshot. You can refer to the Custom Items examples in our Demos Application for additional details.
