Provide folding for XML

When using the XmlTagger and the FoldingTagger at the same time, the XML data can't be folded...

This is a valid feature request and we approve it. I've logged it in our feedback portal where you can track its status.

       SyntaxEditor: Add XMLFoldingTagger

In ServicePack version which will be release today we are adding CSharpFoldingTagger, VisualBasicFoldingtagger, BracketFoldingTagger, FoldingTaggerBase classes and the current FoldingTagger class is removed. We will try to add the XMLFoldingTagger for R1 2020 as well.
