Hi,
RadTileElement has a Click event which you can subscribe to and perform any action you want. To open a form with a slide effect, please refer to our DemoAppsHub application where such a functionality is implemented. You can find the source code for the application at the following path: C:\Program Files (x86)\Telerik\UI for WinForms Q3 2013\Examples\DemoAppsHub.
