Thank you for writing.

RadDataLayout is a new control and it has been available since our Q3 2015 (version 2015.3.930) release. Please check the release notes for details: http://www.telerik.com/support/whats-new/winforms/release-history/ui-for-winforms-q3-2015-(version-2015.3.930).
