Currently the Carousel comes as part of the integration examples and its API and features are not quite polished. We have plans to complete this task and introduce and support RadCarousel as part of RadControls for WinForms.
We are now very close to the Q3 release date, and I cannot say that we will be able to do this for December. Nevertheless, we will do our best to deliver it very soon.
In response to your second question - no, unfortunately RadControls for Winforms cannot be used in a project built for the .NET Compact Framework.
