Move second Y axis to other side of the graph

How can I move second Y axis to other side of the graph. See attachment

I can't view the image you posted, but you do this with the CrossAxisPositions property.  So under the CoordinateSystems I assume you've added another system to get the second y axis.  Then under the x-axis->Scale->CrossAxisPosition you add a new item and set the position to "At Maximum"
