The modal dialog, I think the grouping expression editor, is stuck off screen.
Had a second monitor hooked up, now I'm working from a laptop.
Resetting Visual Studio settings via the Tools menu, resetting all windows via the View menu and re-installing Telerik with a full reboot didn't help at all.
Is there a way to reset just the telerik options or reset the view positions?

Have you tried resetting the window layout? If not, please have a look at the Visual Studio: Reset Window Layout - Technipages article.
If that doesn't help, you may try the approach from the top reply of the Visual Studio 2010, 2015 - windows off screen - Stack Overflow thread.
I tried both, but without result. I may be I bit unclear, but I am using Report Designer R1 2023 and this is where the problem resides.
If I understand correctly, you are using the Standalone Report Designer and not the Visual Studio Designer, is that correct?
Still, in such a case, the top-rated answer from the Visual Studio 2010, 2015 - windows off screen - Stack Overflow thread should work. I tested it locally and shot a short video, though, the keyboard combinations are not shown.
In the video, after I use the Alt + Space combination, a popup is displayed next to the expression window. Then, I click on the 'm' button and move the window with my arrow keys. You should be able to also do that even if the window is not visible at all.
