Missing value in Date Time Picker

There's something going on with this datetime picker.

Please see screenshots below. 

The item.DEFAULT_VALUE below has a value, not null.

But in the script below, the "value=" field is missing.

While others have "value=" field.

What's going on here?

My kendo UI version for ASP.NET MVC is 2022.2.621
