Hello Jonathan,
What is the current installed version of Telerik Reporting? Which are the current installed versions of Chrome and IE browsers (or other) experiencing the issue? Please, double check if all the requirements to use True print functionality are met.
However, unfortunately, this behavior is our of our control, the viewer depends on the Adobe/Reader plug-in to perform printing and when it is missing the viewer will export the report as PDF instead and will open the Print dialog upon opening the exported document.
Additionally, note that the old Web Forms Report Viewer is obsolete as of Q3 2015 and it is not further developed with consideration of modern browsers. Our recommendation is to switch to the HTML5 Viewer in case you need to upgrade in future.
