Such configuration option is not exposed currently. Can you please elaborate a bit on this? The native apps (and the mobile browsers for that matter) hide the scroll hints in order to free space and avoid clutter.

I agree that it is usually reasonable to hide the scrollbars because the user would notice running text being 'cut off' and try to scroll to see all the text.
The reason why I would like to have the scroll bars always visible is that I am developing a multiple choice quiz with a scrollwrapper containing four possible answers in the middle and some control elements at the top and bottom. So it might happen that the user does only see three answers within the scrollwrapper and has to scroll to see the fourth answer. However, the user might not be aware of this, so I would like to display the scroll bar to make it more clear to the user that he should scroll to see _all_ possible answers.

Thank you for the detailed information. As Petyo pointed, always visible scrollbars are presently not supported in Kendo UI. We will appreciate it if you submit this idea as a feature request at our UserVoice portal - this way the community would be able to vote and comment it. The more votes the suggestion collects, the higher priority will have.
