It is possible create reports in a category if I have only "Create All Reports" permission ?

I am trying to create reports in the Report Server and found the below issue. The "System Administrator" has given me the permission "Create All Reports" only. I am able to design a report and while saving I could see all the categories and I could save the report in any category.

But I do not have Create Reports in Category permission in any category. How is this possible ?

Seems this is an issue in your system. I think an user can see categories if he has "Read" access for categories in all places.

 Is this correct?

Hello R. Venkatesan,

The All Reports scope applies the chosen permission to all reports in all categories on the server. Thus, a user with such permission will be able to read all categories as well and this behavior is by design.
In order to give the user permission to create reports only in a specific category, remove the Create All Reports rule and add a rule Create Reports in Category for the specific category.
