The NuGet cache is usually located in C:\Users\
[PackageName]. Double check using file Explorer to see if everything has cleared.
While you're in there, you can scroll down to the Telerik.Reporting.Services.AspNetCore.Trial folder to see if it was installed correctly and if the nuspec is present. I double checked that the nuspec was included on my machine and can confirm it is there.
If that doesn't work, the trial NuGet packages are available for download from the Telerik account page; https://www.telerik.com/account/product-download?product=REPORTING
