Hello Paul,
The Telerik Reporting Rest Service can only be hosted in ASP.NET MVC application but can be used in non MVC application including all HTML5 Report Viewer based viewers and desktop viewers.
About the XmlReportSource we don't have such data source component. Still you can utilize XML data for reports as explained in this article.
