Hi Nick,
The feature is not supported in Report Designers.
Please log a feature request in our feedback portal for having columns draggable in design-mode. Features are considered for implementation based on the demand.
The Table item has a complex structure built of columns, rows, groups and nested items. The Table item can have more than two dimensions where we will appreciate it if you elaborate in which cases you want columns to be moveable.

We plan on delivering this feature during next year, likely with the R1 2024 release.
You may follow the Allow column reordering in designer (telerik.com) item to stay up to date with the progress.
