The data items (Report, Table, List, Crosstab) display the data as it is received from the data source and they do not have options to add empty row/data. Since they are strictly data-driven, the recommended approach is to alter your data source so it always would return the required empty records. This can be achieved by artificially appending a number of empty rows to your data.
