Hello Jen,
If the URL points to an image, it can be used as a Value for a PictureBox item. You can see an example of using URLs as PictureBox values in our demo ListBoundReport accompanying Telerik Reporting installation. Demos are installed by default under C:\Program Files (x86)\Telerik\Reporting [Version]\Examples.

A simple url will not retrieve it, there is an issue with credentials. Have you gotten the image from the SSRS report server via url with credentials?
Update: We found a work around to getting the images directly from the SSRS Report Server. Thanks for your help
