Hi Dennis,
Localization for the Spreadsheet's ribbon is not yet implemented. There is a feature request you could vote for and track here. In the meantime you can replace the strings with the ones you need by using the "Replace RadSpreadsheetRibbon with Editable XAML" functionality of the Spreadsheet control.
