Currently Telerik provide the Expression Dark Theme. Would you able to implement the Expression Light theme as well?
I am guessing it would be just be a copy of the Expression Dark Theme with the colours changed.

Currently there is not an Expression Light theme available, however Telerik now has three new themes (as of Q2 2014):
-Visual Studio 2013 Light (VisualStudio2013.ColorVariation.Light)
-Visual Studio 2013 Dark (VisualStudio2013.ColorVariation.Dark)
-Visual Studio 2013 Blue (VisualStudio2013.colorVariation.Blue)
The Blue or Light theme may give you the results you're looking for. This page in the documentation will provide you with details and show you how to apply the theme. Since the new themes leverage Implicit Styling, you can tweak any of the brushes if you want to add further customization.
I have passed on your request to the design to consider building an Expression Light theme in the future. Thank you for your feedback and thank you for choosing Telerik.
