Exception: Resource with name 'tooltips-document' not found.

When using the WPF report viewer the server returns a 404 with the following error: 

Message: Resource with name 'tooltips-document' not found.

Note the report still renders but the exception is captured and logged on every report request.

Thank you for the provided information!

Such an error is expected when the target report doesn't have any tooltips defined. If the report contains tooltips, they are stored as a resource by the service, and vice versa, if there are no tooltips, no resource is stored in order to have a smaller storage footprint. 

The client, used in the desktop viewers (WinForms, WPF, etc.), retrieves all the available resources and tries to get the tooltips as well. In case there are no tooltips, the ResourceNotFound exception is thrown, but it is handled and should not affect the report rendering on the client.

The solution is to set the Tooltip property somewhere in the report as you already did. It can be only a single letter or character. In this way, instead of 404, the service will return a response of 200 (OK) - Tooltips at a Glance - Telerik Reporting.
