Does the Radmap control for WPF support ECW files as tile sources?

You can read about the currently supported providers by the RadMap control in the Providers overview help article . I'm not sure what your exact scenario is, but you could use the Empty provider in combination with a shape file.
If this is not an option for you, since the empty provider doesn't show any map tiles and it just provides spatial reference (projection) for other operations (i.e. show KML or ESRI shape files) and the ECW files are not yet supported by the RadMap control, you should probably implement a custom provider in order to change the default URI RadMap uses to download map images. Basically, you create a custom provider and a custom MapTileSource. More about that matter, you can find in this forum thread or in this Silverlight blog post.
