OK where i should start or if it's even Possible to create DropDownList just like the one here from Mobile UI ?

Hello Aziz,

You should be able to plug our DropDownList widget from Kendo UI Web in Kendo UI Mobile application. Alternatively, you can style standard html select elements as illustrated here.
