I want to change the scroll apperance, the background and the look of the 'drag to open' part on the bottom section of the form.

Hi Eli,
The appearance of the RadComboBox, including its drop-down window can be controlled by the theming mechanism. Using the Telerik Visual Style Builder, you can design your own theme with the desired visual settings for all parts of the structure hierarchy of RadComboBox.
Please take a look at this topic in our documentation, which describes the implementation of a custom theme as example. Also, you could play with the already existing themes of RadComboBox in the QSF application (Editors->RadComboBox->"Themes" section) - just start the Visual Style Builder by clicking on "Theme Builder".
