I am using Kendo Window and Kendo Panel with version Kendo UI Web v2012.3.1114.
Everything works perfectly in IE9 (when switched compatibility view) and with IE10.
The problem occurs when I use IE 7 or IE8. There does not help neither compatibility view.
Kendo panel looks like it is disabled javascript.

The compatibility mode of IE10 triggers Javascript errors in the jQuery code that accesses custom WAI-ARIA attributes. You can try testing with real IE7 or IE8 browsers, e.g. on a virtual machine. Please refer to the third bullet note in this documentation section:
http://docs.kendoui.com/getting-started/technical-requirements#supported-desktop-browsers
I recommend you to implement your web application in such a way, so that compatibility mode is not required.

The problem is on the real IE8 browser. I just mentioned that in IE8 does not work when I turn on the compatibility view on that browser.

And I forgot to mention that I use Kendo Panel and Kendo Window in Classic ASP site.

In case the problem is not the one I suspected, it is not very clear what causes it. I suggest that you try your scenario with the latest Kendo UI version (and a compatible jQuery version) and if the issue persists, please provide a runnable demo, e.g. a jsFiddle.
