The diagram has scrolling and zooming built-in, including touch support. It's not implemented as a regular scrollbar though as that can't cover all requirements.
You can see it in the demos. Zoom in and hold Ctrl to pan.

I see the post is pretty old, but the question isn't :-)
I'm familiar with the pan and zoom, but customers and normal users are expected to see scroll bars to move around a diagram.
In this demo

you can add objects that fall outside of the main view, but no scroll bars appears.
So, it's possible to dynamically add scroll bars that resize based on content?

I agree that some form of scrollbars is desirable for large diagrams.
Please, file a request for this feature on our UserVoice portal if you have minute.
This will help us gauge the overall interest and prioritize.
