When the crosstab spans over multiple pages crosstab's vertical left and right borders will be extended to the bottom of the page. This behavior is by design and its purpose is to show that the crosstab continues to the next page. The borders will appear only if there is some space left on the page after the last row (crosstab's row cannot be split between pages).
As a workaround, you can adjust the height of the CrossTab cells, which will be reflected also in the length of those extra lines - they occupy the space from the last rendered cell to the bottom of the page. When the last cell is rendered to the very bottom of the page the height of the extra lines will be 0(zero), hence they will be invisible. However, if the displayed text grows, it will make the TextBox items and the cells also grow, which will change the layout - Design Considerations for Report Item Layout.
There is another option, to remove the left and right vertical borders of the crosstab: in crosstab's style properties set BorderStyle.Right and BorderStyle.Left to None.
